An innovative initiative aimed at fortifying small businesses in Memphis against crime.

About CPTED

CPTED is a collaborative effort between the City of Memphis, EDGE, and the Memphis Police Department, designed to support small businesses in high-crime areas. By focusing on environmental design and strategic management of both built and natural spaces, CPTED aims to reduce opportunities for crime and enhance the safety of business operations.

Over the next four years, the program will provide up to $1 million in funding to help businesses recover from crime-related incidents and implement preventative measures.

EDGE will manage the CPTED program, mirroring the successful structure of its ICED Loan initiative. Each year, up to $250,000 will be allocated by EDGE to fund approved activities, with a total of $1 million available over the program’s four-year span. The funds will be disbursed as reimbursement grants or loans, following a thorough due diligence process.

CPTED Eligibility

How to Participate:
Eligible businesses will be identified through safety assessments conducted by the Memphis Police Department (MPD). Business owners do not need to apply directly – instead, MPD will initiate the assessments and refer qualifying businesses to EDGE.

It’s important to note that EDGE will only accept assessments provided within 60 days of the qualifying incident.

To qualify for the CPTED program, businesses must meet specific criteria. The eligibility requirements are as follows.

  • Location: Must be within the city limits of Memphis.
  • Annual Revenue: Must generate less than $750,000 per year.
  • Tax Status: Must be current on all City of Memphis and Shelby County taxes.
  • Crime Incident: Must have been victimized by crime after July 1, 2024, with incidents falling into one of the following categories:
    • Business robberies
    • Robbery or assault on site involving staff or customers using a weapon
    • Structural damage during a robbery or burglary
    • Vehicle thefts or car break-ins with security on site
    • Business burglaries
  • Registration: Must be registered and integrated with Connect Memphis.
