Created in 2011 through a joint resolution of the Memphis City Council and the Shelby County Commission, EDGE is the economic development agency for the City of Memphis and Shelby County coordinating public resources to drive growth. EDGE is governed by an eleven-member board of directors appointed by both City of Memphis and Shelby County Mayors and confirmed by the Memphis City Council and Shelby County Commission.

Of the 11, nine are voting members along with one non-voting member each from  the Memphis City Council and the Shelby County Commission. The EDGE Board of Directors also serves as the governing body for the Industrial Development Board of Memphis and Shelby County and the Depot Redevelopment Corporation of Memphis and Shelby County.
